Seville port signs agreement with City Council to expedite development of Urban Port District

Seville port and City Council sign agreement to reduce building capacity by 30%, creating green spaces and facilities in the Urban Port District.

The Port Authority of Seville and the City Council have approved an agreement that will reduce building capacity by 30% in the ARI-DBP-08 area, freeing up land for green spaces and facilities.

The Board of Directors of the Port Authority of Seville has given the green light to a urban agreement with the City Council of Seville aimed at accelerating the transformation of the area around Avenida de Las Razas, in the heart of the Urban Port District. The agreement, the result of months of negotiation, will allow for modifications to the General Urban Planning Plan (PGOU) to reduce building capacity by 30%, from 137,000 to 98,000 square meters of roof space, and open the city to the dock.

More green spaces and facilities for the Urban Port District

The affected area, known as ARI-DBP-08, extends along the eastern side of Avenida de Las Razas. Currently occupied by warehouses and storage facilities, this space will be transformed into a mixed-use area with housing, economic activity, and large open spaces. According to the agreement, a general system of green spaces will be created to complete the head of Parque del Guadaíra and another local space that will restore the former Exhibition Square of 29.

The reduction in building capacity will eliminate the barrier effect that currently separates the city from the river. Pedestrian space and east-west connectivity will be prioritised, with the expansion of Avenida de Las Razas and the enhancement of the junction with Páez de Ribera as the gateway to the district. Local residents will gain new spaces for leisure and sustainable mobility.

Land swap for the Fair and transfer of public facilities

The agreement includes a land swap for the April Fair, owned by the Port Authority, for development rights in the ARI-DBP-08 area. These lands, located on the old railway line of the port parallel to Avenida Juan Pablo II, will be transferred to the City Council. In exchange, the port will receive building rights in the Las Razas area.

Additionally, the Port Authority will contribute 2.1 million euros for local facilities in the area. It will also transfer to the City Council the land parcels occupied by the Instituto Punta del Verde, Colegio Corpus Christi, and the Scientific Computing Centre of Andalusia, which will maintain their current use. This ensures that educational and technological services in the area will not be affected.

The agreement also foresees the valorisation of the warehouses from 29 and the port sheds, elements of industrial heritage that will be integrated into the new urban design. Existing natural heritage will be preserved, creating a green corridor that connects the park with the dock.

For residents of the Urban Port District and neighbouring areas, the project will mean a significant improvement in quality of life, with more green spaces, less through traffic, and greater connection to the river. Construction could begin in the coming months, once the modification of the PGOU is definitively approved.

The next step will be the ratification of the agreement by the Plenary of the City Council of Seville, scheduled for before the end of the year. From there, the urban processing will begin, with an estimated timeframe of two years for the complete urbanisation of the area.
